CCMHRSB seeks Director of Prevention and Outreach

The Columbiana County Mental Health and Recovery Services Board seeks a full time Director of Prevention and Outreach. The primary responsibilities of the Director of Prevention & Outreach is to participate with Board staff, educational programs (pre-school through adult), prevention services providers, community organizations and faith-based organizations to oversee and coordinate mental health, substance use, and gambling prevention services throughout the county, as well as to plan and implement public outreach activities. 

                                    

DIRECTOR OF PREVENTION & OUTREACH

OVERVIEW:

 The primary responsibilities of the Director of Prevention & Outreach is to participate with Board staff, educational programs (pre-school through adult), prevention services providers, community organizations and faith-based organizations to oversee and coordinate mental health, substance use, and gambling prevention services throughout the county, as well as to plan and implement public outreach activities.   

 EXPECTATIONS:

 Prevention:

  •  Familiarize self with existing and needed county prevention services across the lifespan, through research and personal contacts.
  • Facilitate and provide oversight for Prevention Partners meetings to assist with education and coordination of county behavioral health prevention programs.
  • Work with existing contract providers, prevention coalitions (e.g., CASH Coalition, Suicide Prevention Coalition, Faith-Based Collaborative, etc.) and programs to provide technical assistance and guidance.
  • Develop a county Prevention Action Plan along with participating prevention service providers, schools/educators, and community partners to provide direction and coordination of prevention activities and to ensure prevention initiatives across the lifespan.
  • Understand and utilize the Strategic Prevention Framework (SPF) to assess, plan, implement, and evaluate county prevention programs and practices.
  • Continually broaden expertise in prevention model and best practices through literature reviews, attendance at trainings, and collaboration with prevention professionals.
  • Participate in and attend local, regional or state meetings/initiatives on behalf or, or at the direction of, the Executive Director.
  • Represent Board and county through professional prevention associations locally, statewide, and nationally.
  • Establish and maintain database of county prevention services across the lifespan.

 Outreach (including Education, Public Relations, & Communications):

  1.  Oversee the Board’s outreach and community relations plan, in partnership with the Board Community Relations Committee, Board members and Board staff.
  • Represent the Board for community relations activities dealing with community organizations, such as chambers of commerce, civic organizations, or other groups to further the Board’s mission.
  • Develop, organize, and implement outreach and community education campaigns, events and workshops, often in collaboration with other agencies, organizations, community groups or consultants, to meet community needs.
  • Work collaboratively with Board members and staff (especially Recovery Coordinator) to provide community education for county events and organizations (e.g. health fairs, county fair, schools, speaking engagements).
  • Assist with planning and coordination of Board-sponsored community and professional trainings, in conjunction with other staff (e.g., Mental Health First Aid, Youth Mental Health First Aid, QPR, enCompass, CIT, ethics, supervision, etc.).
  • Assist provider agencies with promoting agency events, projects, and community education activities, as needed.
  • Develop, implement and consult on county levy campaigns to increase community/voter awareness and support.
  • Assume role of primary author for community communication and publications identified in the community prevention, outreach and public relations plans.
  • Represent Board in all external communication, including preparation and distribution of news releases, communication on social networking sites, requests for information, community event activities (e.g., health fairs, etc.), media relations, presentations, educational campaigns, governmental relations, and levy campaigns.
  • Manage aspects involved with producing Board publications and other written, electronic or other communications, including planning and research; writing, design, and/or editing of newsletters and presentations; marketing; advertising; and overseeing printing of written materials.
  • Manage and maintain electronic communications, including Board website and social media, e-mail broadcasts, and development of electronic media (e.g., blogs).
  • Manage distribution and placement of all Board publications and communications, in conjunction with Board members and other staff.
  • Remain abreast of best practices in outreach and community relations, as they relate to Board work.
  • Schedule and facilitate Community Relations Plan Committee meetings, as needed.

 Other

  • Work to promote Board’s mission and goals in all activities.
  • Advise Executive Director, Board members, and staff on prevention, community relations and outreach matters.
  • Participate in ongoing needs assessment process, data gathering, and analysis.
  • Assist in the preparation of reports, as requested.
  • Arrange flexible hours as needed to accommodate Board and Prevention/ Outreach needs, including evenings and weekends when required.
  • Attend relevant workshops and training events, as required.
  • Perform other duties, as assigned.

 EXPERIENCE AND BACKGROUND REQUIRED:

 Bachelor’s Degree or higher in public health, a behavioral health-related, or an educational field with experience in behavioral health or prevention.  Two years of experience in community organizing, education/prevention service provision, or similar experience. Licensure or prevention certification required; independent licensure or prevention consultant-eligible preferred. Computer proficiency, knowledge, and skills in use of computer applications, such as Microsoft Office and graphic design software, required.

 Knowledge of mental health, substance use and gambling prevention, community development, and community organization approaches.  Exceptional leadership skills in engaging community partners, forming consensus, and aligning collaborative relationships.  Excellent interpersonal skills, including maturity, relationship building, and ability to work independently, as well as in a team setting.  Strong communication (both oral and written) and organizational skills required.  Maintain compliance with all confidentiality requirements. Demonstrated ability to learn office-related computer skills quickly. Knowledge and practice in the use of social media and photography.

 Must have reliable transportation, valid driver’s license and car insurance.  Personal transportation and travel required.
