POSITION DESCRIPTION

Columbiana County Mobile Response and Stabilization Services Consultant

 OVERVIEW:

The primary responsibility of the Columbiana County Mobile Response and Stabilization Services (MRSS) consultant is to participate with the Board in efforts to assist in setting and documenting a vision for the MRSS services, determine a payment system for services, identify any roadblocks, develop a communication strategy and a single point of access for those seeking service, establishing the specific data that will be collected  and how it will be collected, and identifying the skills, training and support needed for those on the MRSS team. The position is vital to the operation and expansion of the Crisis services for youth and families in Columbiana County. Leadership, planning, and problem-solving skills are essential attributes for the MRSS Consultant. The Consultant will serve many roles, with an emphasis on development and dissemination of a Request for Proposal (RFP) to providers that are interested in being the MRSS service provider.  Being part of the team to review RFP and making recommendations to ensure community needs are met.  The Consultant will serve as the link between the Columbiana County Mental Health and Recovery Services Board, behavioral health providers, and the youth and families service agencies throughout Columbiana County.

This part-time position is a grant-funded contract position available immediately through March of 2022.  The Coordinator will be reimbursed for an average of 20 hours per week at rate to be determined

EXPECTATIONS:

  • Responsible for overall management and coordination of the development of a MRSS Program for Columbiana County
  • Develop and review MRSS guidelines and attend trainings as required for grant
  • Responsible for the inclusion of a quality assurance process for the MRSS service. To include all data and reports required by the MRSS grant
  • Meet regularly with the MRSS Advisory Committee, developing an agenda for each meeting, presenting data and outcomes, and discussing any issues, concerns or suggestions
  • Develop the RFP for the MRSS service to meet the needs and demands of the community, mental health and substance use agencies, CC Juvenile Court, and all other youth and family serving agencies
  • Work collaboratively with the Executive Director of the CC MHRS Board and other board staff

EXPERIENCE AND BACKGROUND REQUIRED:

1) Masters level degree in counseling, social work, or related field preferred; Bachelor's degree required; 2) Experience working in Mental Health/Substance Use fields and knowledge of crisis services; 3) RFP development experience; 4) Supervisory, management, and administration experience; 5) Excellent verbal and written communication skills; 6) Experience in the facilitation of trainings with multi youth and family serving systems; 7) Goal oriented, determined and self-motivated; 9) Skilled at understanding and relating to people from a wide variety of cultures and socioeconomic backgrounds; and 10) Proficient in organizing and writing clear, concise policies, procedures, grants, and other documents.
