Marcy Patton

Executive Director

Marcy has a Master’s Degree in Community Counseling and is dually licensed in the State of Ohio as a Licensed Professional Clinical Counselor with Supervisory Endorsement (LPCC/S) and as a Licensed Chemical Dependency Counselor Clinical Supervisor (LICDC-CS). Marcy served as the Director of Youth Community Support Services at The Counseling Center of Columbiana County for over 29 years from 1988 to 2017. Prior to that, she worked as a Chemical Dependency Counselor at Family Recovery Center for 7½ years.

Marcy is responsible for the Board’s overall operation, relating to implementation of Board policies, programs, and mental health and substance use services; oversight of an organized delivery system to provide access to services; and overall leadership and direction of day-to-day operations of the Board.

    Delores Bailey

    Delores Bailey

    Chief Financial Officer

    Dee has worked in the behavioral health system since 1965. She has worked as Fiscal Manager, MIS Manager, and Office Manager for the Child and Adult Mental Health Center in Mahoning County, The Counseling Center of Columbiana County, and the Columbiana County Mental Health and Recovery Services Board. Her duties with the Board include overall fiscal management, such as budgeting, accounting, payroll, purchasing, auditing, and reporting. She is also responsible for oversight of daily computer operations, including the SmartCare billing and tracking system.

      Lori Colian

      Lori Colian

      Director of Treatment and Supportive Services

      Lori joined the CCMHRS Board in October 2019, in a newly-created position of Director of Treatment and Supportive Services. Lori has a Master’s degree in Social Service Administration and is an independently credentialed licensed social worker with supervisory endorsement (LISW-S). For the past four years, Lori has served as the county’s Family and Children First Council Coordinator. Prior to that, Lori has worked as a Vocational Rehabilitation Counselor, a School Social Worker, a Multi-Systemic Therapy (MST) Therapist, a Community Psychiatric Supportive Treatment (CPST) provider, and a Diversion Officer and Assistant to the GAL/Grants Administrator at Columbiana County Juvenile Court. She is also a trained presenter for Youth Mental Health First Aid.

      Lori is responsible for planning, development and evaluation of mental health and substance use disorder services to adults and youth; clinical auditing; serving as a Board liaison to agencies, professionals and community members; assisting with seeking and writing grants for services; and ensuring that a recovery focus is maintained in services provision.

        Jennifer Whitman

        Jennifer Whitman

        Director of Operations and Evaluation

        Jennifer began working with the Board in September 2018 as the Director of Outreach and Community Relations and was named Director of Operations and Evaluation in May 2024. Before she was hired by the Board, Jen worked as the Administrative Assistant to the Executive Director at Family Recovery Center for over four years. She has also had experience as the Coordinator of American Community Services with River Valley Health Partners and numerous years with local newspapers, serving as a reporter, page designer, copy editor, and managing editor. Jen earned a Master’s of Public Administration (MPA) degree through Kent State University in 2019. 

        Jen is responsible for spearheading the enhancement of the Board infrastructure to include monitoring and reporting of outcomes and quality indicators in the provision of mental health and substance use disorder services, including prevention, treatment, and recovery services.  In addition, Jen is responsible for planning and overseeing the Board’s Strategic and Community Assessment Plans, assisting with grant writing and implementation, participating in annual agency contracting, Board membership and operations, and providing administrative support for Board staff and programs.

          Lynsi Beagle

          Director of Prevention and Outreach

          Lynsi, an Ohio Certified Prevention Consultant and Internationally Certified Prevention Specialist, brings over a decade of experience in substance misuse prevention, violence prevention, and community outreach to her role as the Board's newly appointed Director of Prevention and Outreach. Before joining the Board, Lynsi spent 5 years coordinating the Drug Prevention and Education Program at Mercy Health’s St. Elizabeth Youngstown Hospital, serving students and schools in the Mahoning Valley. Prior to that, she spent nearly 7 years at Family Recovery Center serving as a Prevention Specialist and the Aiming High Program Coordinator. Her expertise lies in leveraging evidence-based strategies, collaborating with stakeholders, and spearheading initiatives to promote healthy behaviors.

          Lynsi is responsible for overseeing and coordinating mental health, substance use, and gambling prevention services throughout Columbiana County, as well as planning and implementing public outreach activities.

            Maureen Waybright

            Maureen Waybright

            Recovery Coordinator

            Maureen has worked as the Recovery Coordinator for the Board since 2001, and has had experience with the mental health system as a consumer of mental health services. From 1985 to 1994, she was the Director of Food Services for two nursing homes in Minerva, Ohio, where she acquired many of the organizational and leadership skills that are needed in her position as Recovery Coordinator. She is an Ohio Certified Peer Supporter, MHFA Instructor, as well as a trained SMART Recovery and WRAP Facilitator. Her duties with the Board include compiling a monthly county-wide Friends of Recovery Newsletter; serving as a Board liaison to the Recovery Community Group; providing advocacy, support, and guidance to people in recovery who have questions or concerns about the system of care and support; and stimulating peer civic involvement. She also makes presentations on mental illness to students in Columbiana County schools and other local organizations.

              Shirley Carter

              Administrative Secretary

              Shirley has worked for the Board since 2001. Prior to that she was employed as the MIS/Accounting Manager for The Counseling Center of Columbiana County and the Coordinator of Secretarial Services for the Director of Development and Training at Northeast Ohio Adoption Services. Shirley assists the Chief Financial Officer with billing and other fiscal functions; processes SmartCare enrollments, changes, and remittance advices; and provides clerical support for Board office staff.

                    Board Meetings

                    The Board meets on the fourth Tuesday of each month at 5:30 p.m. at the Board office located at 27 Vista Drive, Lisbon, Ohio. No meetings are scheduled during the months of July and December. Meetings are open to the public.

                    Board Membership

                    Board members are Columbiana County residents who are appointed by the Ohio Department of Mental Health and Addiction Services and Columbiana County Commissioners. Board membership positions are voluntary and unpaid.
